Ok, just to clarify what DB said, your shortcut's target line should look like this:

"C:\Program Files (x86)\Steam\SteamApps\common\Company of Heroes Relaunch\RelicCOH.exe" -dev -mod ModernCombat

You shouldn't be getting rid of the "-dev" part, just be making "Modern Combat" one word. Dunno if that's the actual issue here but I just thought I'd tell you anyway. ;)

FINALLY! on the example shortcut it made MC two words. anyway, i am now able to play MCC, just had to enable -dev ;)
