all of the files are present but no launcher or application to play the game

You have to make your own shortcut. Make a shortcut of RelicCOH.exe and right click the new shortcut, "Properties" and in the Target area, add at the very end (without the quotes): " -mod ModernCombat -dev"

when i type -mod ModernCombat -dev at the end of the target it says that it isn't vaild

Add a space in front of the "-mod ModernCombat -dev"? Pretty common mistake.

EDIT:
Here's what my Target looks like; mind that yours is not nessesarily the same.
"C:\Program Files (x86)\Steam\SteamApps\common\Company of Heroes Relaunch\RelicCOH.exe" -mod ModernCombat -dev -window"

hey do you guys know how to change the location/target line on a windows 8 pc because im trying to make a new short cut but i cant figure out how to get to the target line of the file any help would be appreciated

right click, properties, then press the tab that says shortcut and then you will see the third entry is "target"
