CoH: Modern Combat

My friend and I both have the steam version of Tales of Valor. We both installed TOV and the new COH relaunch. We both installed the exact same new COH launcher from this website. We made a new steam shortcut from RelicCOH from the cOH Relaunch folder. We have both edited the properties of the target path or whatever. So everything should be exactly the same. Neither of us have anything installed except for TOV and the COH relaunch was free. However, When i launch my new shortcut everything is fine and it launches modern combat... as it should. However, when he clicks on his new MC shortcut (same as mine) it launches TOV instead of MC.... MC will not launch. His multiplayer works and everything it just wont launch MC. This absolutely baffles me as everything is exactly the same.... Any ideas?
