Modern Combat 1.019 Won't Launch

I have the steam version of the game, and I have extracted the files into the Company Of Heroes Relaunch folder in the steam files, but every time I click on the BAT file, the command prompt flashes on the screen but nothing starts

I have tried your suggestion but it still won't launch.
I'm on Win 10 and have COH, COH-TOV, COH-OF on steam.
Any help would be appreciated.

All working now.
My installer extracted to a new folder below the root directory.
Cut and pasted the files to the root and all is well.
