I dont have PLA Navy/Marines

I have the USA Marines and Army. I have PLA ground forces but no PLA Navy/Marines
I have All the base COH DLC.

There is no fourth faction. The PLA Navy was planned, but then dropped.

It was totally abandoned? or is in process to be finished?

that is it a really bad news....I am really sad to hear that.
but will you continue working on this mod and creating new patches or this is the end of Modern Combat?

There are still things in the pipeline that have been added to the dev version of the mod. Not sure on the timeline as to when the next patch is released, but it should be relatively soon.
