CoH: Modern Combat

I don't get it, what's happening here?

Downloaded the installer from the site, just finished installing CoH (NSV), played one skirmish then quit, and then went to run the installer for MC. Not only does it take forever for the security warning to pop up for me to authorize the installer, it pops up with this warning every time. I can hit retry all I want, nothing happens, so I'm forced to cancel and quit.
