ModernCombat wont launch

I have created the shortcut using the RelicCOH.exe and have added -dev -mod moderncombat to the target but when i launch the application it has the steam window pop up saying: "preparing to launch: company of heroes (new steam version)" then it closes and nothing happens (nothing new in the task manager)

Unfortunately, this new bug is related to the CoH patch that was just released. See here:
