Cant Figure out how to change target line on Windows 8

hey do you guys know how to change the location/target line on a windows 8 pc because im trying to make a new short cut but i cant figure out how to get to the target line of the file any help would be appreciated

right click the RelicCoH.exe press copy
Right click where you want the shortcut and press "Paste Shortcut"
Right click the shortcut and select Properties
Select the Shortcut Tab and you will see the third line is the Target.
