PLA Ground Forces
I have the original CoH game plus the TOV and OF add ons, but I only have the PLA Ground Forces faction for China. Aren't I supposed to have the PLA Navy as well?

No, there isn't any second Chinese faction as of now. Plans for a PLAN Marine Corps faction have been scrapped (that's not to say Marines have been though).
